The road infratructure can be reconfigured to charge the car battery.
This can be done first in cities on traffic stops with many alternative technologies like induction (MIT-witricity project) or with aimed laser + high temperature solar panel combination.

The billing can be done via existing mobile telephony networks. When the battery is loaded while on road the car can run longer with smaller battery. The electricity is already there for traffic lights etc. we just need to beam it to the battery and bill the user. We know how to do both. (Just think that electric toothbrush witch charges through the plastic cover + mobile SMS-payment for a soda machine)

Electric toothbrushes have awful efficiency. Wireless transportation of electricity invariably wastes more power than it delivers.

And how would you go about turning microwaves back to electricity?

Besides, the magnetron in a typical microwave oven is about 50% efficient in making microwaves. The best alternative you have is magnetic resonance coupling, but that too suffers some 20% energy loss at the distance of about one foot, and is quite happy to leak electricity to any conductive object around. (works on the same principle as induction hotplates)
